National expert on PIM development for GEF component within
Inclusive Rural Economic and Climate Resilience Programme
Implemented by CPIU- IFAD in Moldova
IFAD Executive Board in the course of its 110thSession a loan to the Republic of Moldova in the amount of SDR 10.5 million, a grant of SDR 325.000 and USD 4,260.000 GEF grant for financingthe Inclusive Rural Economic and Climate Resilience Programme(IRECR).The overall goal of the Programme is to enable the Target Population to raise their incomes and strengthen their resilience to climate change.
The objectives of the Programme are (i) to enhance the resilience and adaptive capacity of farmers to climate change to ensure higher and more stable incomes; (ii) to enhance access to enterprise capacity development, financial services and entrepreneurship support; (iii) to improve beneficiaries’ productivity and competitiveness, increase investment and business opportunities, and improve market access and resilience against economic and climate shocks.
One of the project components is Climate Change Resilience and Inclusive Value Chains, which will be financed mainly from GEF grant.
The overall purpose of this component is to enhance the resilience, inclusiveness and adaptive capacity of agribusinesses in value chains to climate change through the introduction of climate-resilient agriculture practices and technologies, and the promotion of selected value chains that can demonstrate inclusiveness of the rural poor. This Component shall consist of two Sub‑Components.
Deliverables
Expert will be expected to produce two deliverables:
a) Short report satisfactory to UCIP- IFAD, outlining services provided and suggested next steps (if necessary);
b) PIM for Climate Change Resilience and Inclusive Value Chains component in theIRECR in English language.
COMPETENCIES REQUIRED
- Education of the expert in Economics, Business Administration, Management, or other similar specializations,
- Minimum 5 – years of experience of working on design/implementation of international projects,
- Previous experience in PIM development for project implementation,
- Excellent communication and interpersonal skills of the expert(s);
- Fluency in English and Romanian (oral and written).
Terms of ReferenceCONDITIONS FOR OFFER’S SUBMISSION
Interested experts should submit their proposal (technical and financial offer) in original and a copy in separate sealed envelopes. Each envelope will consist of the technical and financial offer sealed in separate envelopes as well (a total of 2 envelopes, each with 2 envelopes inside).
