The Rural Resilience Project (RRP), the seventh IFAD programme in Moldova (IFAD VII), was designed to be implemented during 72 months period, starting from 14th of August 2017 and completing 30th September 2023. Its implementation is under the responsibility of the Consolidated Programme Implementation Unit (CPIU) for IFAD-funded projects in Moldova.

OBJECTIVES OF THIS ASSIGNMENT

The objective of this assignment is to support the CPIU in developing a sustainable Exit Strategy for the Rural Resilience Project, scheduled for completion on 30 September 2023. An Exit strategy is a document outlining how a project intends to withdraw its resources while ensuring that the achievement of its development goals is not compromised and that progress towards achieving these goals continue after project completion. The Exit Strategy will contribute to the sustainability and scaling up of a project’s impact, by promoting the continuation of benefits once project activities are coming to completion.

RRP’s exit strategy will thus have to ensure that successful innovations, approaches and models are not only documented but also shared with relevant stakeholders to facilitate and trigger expansion of these successes. The strategy will put the emphasis on a pathway for scaling up well-performing project activities, leading to greater impacts after the project ends.  The exit strategy will be developed in close collaboration with partners involved in the implementation of project activities, as well as with relevant government stakeholders and partnering institutions.

EXPECTED OUTCOME AND DELIVERABLES

The following deliverables in English language will be provided to the project:

  • Inception report and Implementation Plan;
  • Draft Exit Strategy to be presented to CPIU and IFAD for comments.

 EXIT STRATEGY SHOULD CONTAIN:

  • An action-oriented, concise document that takes stock of RRP achievements so far and identifies steps, timelines and responsibilities for continuation/replication or scaling-up of project activities during the final project implementation period and after completion;
  • A review of stakeholders that could take over and scale up project activities after project completion;
  • An assessment of human and institutional capacities foreseen at design stage and a plan to build missing capacities among stakeholders;
  • An assessment of partnerships required to maintain and scale up project activities;
  • An estimation of the inputs and financial resources required for maintaining project benefits and a plan to guarantee their supply in the long term;
  • An analysis of knowledge to be generated by the project in order to ensure sustainability and scale together with a dissemination plan;
  • An estimation of how many beneficiaries could and should ultimately be reached.

DURATION AND LEVEL OF EFFORT

This assignment is expected to involve fifteen (15) working days during the period mid-September to end of October 2020.

It is envisaged that the draft exit strategy should be completed no later than 30 October 2020.

 MINIMUM ELIGIBILITY CRITERIA FOR CONSULTANT:

  • University degree in agriculture, business management, rural development or other related fields;
  • At least 6-year experience in strategic planning, monitoring and evaluation, or programme management support in the field of agriculture/rural development;
  • Specific experience in agriculture infrastructure, agribusiness, environment and climate change resilience is an added advantage;
  • Minimum 1 project completion report or 1 exit strategy developed in the last 3 years;
  • Strong analytical skills with proven experience in presenting high quality reports;
  • Good command of written and spoken Romanian and English languages.

In the light of the above mentioned, CPIU-IFAD invites individual consultants to express their interest in providing of the services. Interested consultant will provide CV’s demonstrating their qualification and relevant experience to perform the requested services.

The service provider will be selected according to the Individual Consultant Selection (ICS) procurement method set.

Only first’s selected consultants in the Shortlist will be invited to submit the technical and financial offer.

  1. General qualification – 40 points;
  2. Specific experience – 40 points;
  3. Language skills -10 points;
